Who this is for

This page explains, in plain language, how Cambodian police, prosecutors, courts, and other government authorities can request information from Phsar about a user, a listing, or a conversation, and what we do with that request. It's a summary of our internal process — see our Terms of use and Privacy policy for how we generally handle your data.

How to send a request

Send your request in writing, on official letterhead or from a verified government email address, to [legal@ placeholder — IN-27]. Please include:

We independently verify every request — including calling the requesting office back on a publicly listed number — before disclosing anything. A request that arrives only as an in-app chat message or a social media message is never treated as official, whatever it claims.

Emergency requests

If there's an imminent risk to someone's life or safety, mark your request as urgent and say why. We verify it the same day, including outside normal hours, and may disclose limited information faster once verification succeeds. This doesn't skip verification — it compresses the timeline.

What we may disclose

We're deliberately conservative. Message and chat content, stored evidence, payment details, and device identifiers linked to a specific person generally require a valid court order or an equivalent binding legal order. Basic account details — a registered name, the phone number on file, listing history — may be considered case by case for a fully verified request with a clear legal basis. Anything already public on a live listing needs no request at all.

Data preservation

If you ask us to preserve data relevant to an investigation while you obtain the proper order, we can hold it for 90 days from your request.

Notifying users

Unless we're legally prohibited from doing so, or the request is part of an ongoing investigation, we aim to let a user know their data was requested.
